Bug Description

Fuel is a complicated set of technologies gathered together in a tricky interaction.

One of the basic components of the system is the Ubuntu repository on top of which the Fuel Ubuntu host image is built.

To assure quality of the Fuel on top of Ubuntu there is the need to continuously test Fuel build and basic tests against an updated Ubuntu repository. To do so I propose to use a job inside the existing continuous integration system.

Such a job should:
1. Build a Fuel ISO,
2. Do a Build Verification Tests,
3. Do an extended sets of tests that are to be implemented,
4. Update an `ubuntu_upstream_stable` link when the above are successful. This link is to be used to make an upgrade decision.
