I have begun setting this up for real via a dedicated official PPA just for SILE. It's currently available here: https://launchpad.net/~sile-typesetter/+archive/ubuntu/sile

At the moment only Bionic is targeted, and the current build is the previous major version. I'm working on getting it up to date with the current SILE release, then will look at targeting other Ubuntu releases.
