Document some tricks with Apache's mod_rewrite

MVLC uses mod_rewrite to handle some of our catalog customization, and we have previously shared how we do so with others via pastebin and similar. I decided to write up a basic piece of documentation for what we are doing. The branch below contains said documentation, currently placed in "TechRef" for lack of a better idea where to put it for now.

I am unsure where to attempt to put it in the regular documentation, but figured others may be able to slot it in and/or build upon it.

I moved this doc from TechRef into the main docs folder, incorporated it into the "System Configuration and Customization" section of the docs, and pushed it to master. Thanks Thomas!
