Bug Description

--sleep is used on other tools, like pt-archiver, to specify how many seconds to wait after each chunk is processed. This would be a good idea to implement it on the online schema change tool. For example, in pt-osc cannot check replication lag on PXC (flow control) so a --sleep could be used to avoid the tool causing performance problems.

Added --sleep option, as described.
Accepts float values: e.g 0.1 (seconds)
