no german keymap at the console

Bug Description

In todays live-cd and install-cd I get no german keyboard on the console. X is fine.
On the install-cd I see this message scrolling by:

Looking for keymap to install:
NONE

(I selected german keyboard in stage1 of course)

kbd-chooser 1.09ubuntu9 does not set debian-installer/keymap if you just accept
the default keyboard choice rather than going through the detector or selecting
from the full list. This is a regression from 1.09ubuntu8, I think. Matthias,
could you fix this?
