[Dell Latitude 3340] When closing the lid, the screen won't be off unless it's locked

Bug Description

CID: 201312-14381 Dell Latitude 3340

With the "When the lid is closed" option set to "Do nothing".
When closing the lid, the screen won't be off but the system will be locked. If you close the lid again, the screen will be off this time.

Steps:
1. Install 14.04.1 + update (3.13.0-43), change the "When the lid is closed" option to "Do nothing".
2. Close the lid,
3. Open the lid
4. Close the lid again
5. Open the lid, unlock it, and lock it again
6. Close the lid

Expected result:
* System will be locked on step 2, and the screen will be off on step 2, 4, 6

Actual result:
* System locked on step 2, but the screen is not off until step 4. If you lock the system manually on step 5 and close the lid, the screen will be off on step 6.

Note that if the action for "When the lid is closed" option is set to "Suspend", this system would be suspended when you close it. You don't have to close it twice.

Also, I found that if the "Lock" option in "Brightness and Lock" was set to off, the screen will be off every time when the lid was closed. Maybe it's the lock event causing this issue.

As per Ara's comment, we should only consider if it would suspend when closing the lid.
For this case, it's out of scope.

Po-Hsu Lin, as per http://www.dell.com/support/home/us/en/04/product-support/product/latitude-3340-laptop/drivers an update to your computer's buggy and outdated BIOS is available (A05). If you update to this following https://help.ubuntu.com/community/BIOSUpdate does it change anything? If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
