Bug Description
1. Use "Hide on Maximize" or "Intellihide"
2. Have a maximized window
3. Reveal Plank and open an app (non-maximized)
Expectation:
Plank remains revealed since the new app is not maximized
Reality:
Plank hides, then reveals as the new app is opened
A delay I don't think can work here because we don't know how long it might take for a new app to open. I think we must wait to hide until the new app is opened or another window is purposely focused (with a click)
