Displayconfig-gtk doesn't work without xorg.conf

Bug Description
I played around with displayconfig-gtk a bit, which resulted in an unstartable X. Then removed xorg.conf, which made X start again. After this, displayconfig-gtk greets me with a message stating "You need administrative rights to change all screen settings". Instead of this message, it should differentitate between "you don't have enough privileges" and "the file is missing" and in the latter case, start "dpkg-reconfigure -fgnome xserver-xorg" to regenerate the missing file.
