Bug Description

Importing from oslo.middleware causes DeprecationWarnings:
heat/common/context.py:14: DeprecationWarning: The oslo namespace package is deprecated. Please use oslo_middleware instead.
  from oslo.middleware import request_id as oslo_request_id
