Neutron does not refresh mysql connection when HA failover happens

Bug Description

Config:

Three MySQL nodes using percona (percona-cluster charm vai juju)
Two Neutron nodes providing network services to an openstack HA deployment (all done via juju).

Issue:

While testing failover of MySQL, we noticed that we could no longer create instances of any sort. Looking further it looks like neutron-server can not talk to the mysql server that is currently active (using the assigned VIP).

Attached is the server log from neutron-server.

Restarting neutron-server resolved the issue for us.

Please could you confirm which release on OpenStack you saw this issue with, and on which Ubuntu version.
