command-not-found executable missing

Bug Description
on an up to date gutsy system, i get the followign output from command-not-found:
kgoetz@newmoon:~$ sudo -i
root@newmoon:~# sl
The program 'sl' is currently not installed. You can install it by typing:
apt-get install sl
-bash: sl: command not found
root@newmoon:~# ls
root@newmoon:~# logout
kgoetz@newmoon:~$ sl
-bash: /usr/bin/
-bash: sl: command not found
In a root term, there is no command-not-found at all, in a user tem, the command is missing.
When running dpkg -L on the packages, neither contains a /usr/bin/

Reporter, did you ran feisty and have just upgraded to gutsy? If so please upgrade bash and check if the bug persists.
