Keyboard layout keeps changing on every restart

Perhaps related to https://bugs.launchpad.net/ubuntu/+source/xorg/+bug/196277

Even if I've only set the keyboard layout to be "Spanish (Latin American)" only on every reboot the special characters are wrongly mapped.

Issuing "gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd > ~/gconf" gives an empty file.

The keyboard is a Dell RT7D50 connected through USB port.

Alex Mayorga, thank you for reporting this and helping make Ubuntu better. Could you please provide the full computer model as noted on the sticker of the computer itself (not from the Bug Description)?
