Hi,
I am running Ubuntu Dapper with the repository version of the vorbis-tools package. The problem is with oggenc:
andrew@ilium:~$ oggenc -version
OggEnc v1.0.2
oggenc will not encode a file bigger than 2 gigs. Error message is: "File is too big". A patch exists to get around this and has apparently been implemented in Debian. Details from xiph:

Can this patch be implemented in the repository for Dapper and others?

Back again! I installed Feisty on a spare HDD and I note that the Feisty oggenc has large file support. Looks like only Dapper and ?Edgy miss out.
