Waycom tablet stylus fails to move on-screen pointer.

Bug Description
When I first connected the Waycom Tablet, the on-screen pointer moved as expected with the stylus movement. However, after unplugging the USB lead and re-inserting it, I have not been able to reproduce this movement.
The tablet is fully functional and works perfectly when plugged into an Apple MacBook Pro running Yosemite.
The Waycom Tablet window in System Settings correctly identifies the tablet but the stylus has no affect on the on-screen pointer that continues to function via the trackpad. Please note that a USB mouse, when plugged in, is able to move the pointer along with the touch pad.
Shutting down and restarting the OS has not caused the problem to disappear.
The LED on the tablet is illuminated thus verifying that power is reaching the tablet. The fact that the tablet is correctly identified suggests that the serial data via the USB is functional. The fault exists for both USB sockets.
