when scaling screen with xrandr there is mouse constraint

Bug Description

To replicate:
Install ubuntugnome 14.04.1 fresh
scale 1080 monitor with the following command
xrandr --output HDMI1 --auto --scale 2x2

Effect:
The mouse will be constrained to the top left quadrant of the screen.

I upgraded to 14.10 and was able to replicate the issue on 14.10 as well.
