gnome-power-manager should be listening to keypresses and adjusting the brightness accordingly. Can you (from a shell) run
killall gnome-power-manager
gnome-power-manager --no-daemon --verbose 2>/tmp/output
and then hit the brightness keys? Then ctrl+c it and attach /tmp/output and the output of lshal to this bug.
