Bug Description

There are some UTF8 chars showing as the dreaded question-mark-in-the-tilted-square shown in tooltips. This is even for the English version: see e.g. tooltip for light pollution setting.

In translated strings, some strings with German Umlauts are OK, some are broken.

And changing program language does not change tooltip language before application relaunch.

Seen on Win7/Nvidia and Win7/IntelGMA, both ANGLE and OpenGL.
