synchronize multiple instances

Bug Description

If multiple instances are executing commands which detect both files to be installed in auto-mode with `-x -i -y`, one start the installation and the other fails because it can't require the `dpkg` lock. It'd be great if the second (and others) would wait, until the lock becomes available rather than just fail.

The same issue applies to the situation when multiple instances are started in concurrent build (started with `CONCURRENCY_LEVEL` > 1).
