Water is not distributed off a well

Hi!

I have noticed a bug that appears when you:
- build a well,
- set water to "Do not store" in all your store-houses.

With these settings you get a well with 8 buckets of water and 0% efficiency, which is OK. But when next I build, let's say, a bakery, all the water is still at the well and is not delivered to the bakery, which is not what I would expect. I have not checked, but this strange behavior may be present for other goods also.

Remark: I set water to "Do not store" to decrease the load on my transport network. Normally, I build a well at a separate branch of the road network, so that it doesn't block the road.

Game version: 9565.

when a ware is produced it will look for direct users and warehouses
when a warehouse stops blocking a ware it will look for wares without a goal
-> but a user looking for wares only checks warehouses and not wares without a goal

No, I have always played like that in the original S2. :) And anyway, it doesn't make sense not to use the goods produced.

got it fixed in aipoc2 9563-9565 - probably soon in nightly
-> if there is no ware in a warehouse the best "lost" ware will be delivered to the building
