Bug Description
Scribus translations are missing from Rosetta. https:/
But the translations are in Ubuntu, in the scribus (and scribus-ng) packages, and apparently the "needs review" PO files are for those languages that also have the PO version in Scribus source package, while most languages only have the .ts file.
So the translation are there (unlike I originally thought when filing this bug), but the situation is not optimal. It seems there is no existing bug about this.

Actually this is duplicate of bug 68959, but Scribus might be a bit different since some translations are available as PO files and some are not.
