Bug Description
related the bug 1406688, after the stack created failed, I want to delete the stack, but the stack can not be deleted, due the resource 'other_deployment' can not be deleted, the reason is http://

Add resource_id None check for deployment deletion
If deployment actions not include 'CREATE', the deployment
resource won't be created, this change add the resource_id
check when deployment deletion to avoid exception happening.
