Expected Result:
a 400 status stating that the Max Length of Domains was exceeded.

Actual Results:
413 status

Documentation states that there is a Max Length of domains list error. This is not returned before the 413 Request Entity Too Large is returned.

We don't have one defined. Ideally this should be configurable through the conf file by the operator on how many domains they want to allow.
