Bug Description
It appears that Gala isn't able to recognize the GTK+ theme. When running Gala from Terminal I get the following:
** (gala:2723): WARNING **: Theme.vala:448: Currently selected gtk+ theme 'elementary-3-14' does not provide a dock theme, fallback to the built-in defaults!

Plank's Theme.vala introduced an unfortunate internal dependency which makes it hard to use statically. A proper fix could use some thinking.
