Set Search Preferences - Org Unit sort order doesn't match display

Bug Description
In the staff client (Evergreen 2.5 and 2.7), Admin > Workstation Administration > Set Search Preferences:
The dropdown lists for Default Search Library and Preferred Library are sorted by the short name, but display the full name, so in some systems it will appear to the user that it is not alphabetizing correctly.
For example, some of our systems are:
CHRL
CLAYTN
CPRL
CRLS
But the dropdown list displays them as:
Cherokee Regional
Clayton County Library
Coastal Plain Regional
Chestatee Regional

I've added a fix for this where OUs are sorted on name, rather than shortname.
