When using Dvorak, synthetic Ctrl+letter sends wrong letter

Bug Description
I'm using Plover 2.5.8 on Linux, Sidewinder X4 Dvorak. I have defined
"KHR*L": "{#Control_L(l)}",
When I stroke that, applications such as Chromium or gedit seem to receive Ctrl+P instead of Ctrl+L. I suspect that is because my (Dvorak) L key would be the P on a QWERTY keyboard.
