Irina, I copied wrong link. Updated descriprion

In index.rst file in fuel-docs repo we have:

:ref:`file-ref` `(pdf) <pdf/Mirantis-OpenStack-6.0-Fuel File-Format-Reference.pdf>`__

So, there is no dash between Fuel and File. That could case the problem.
