Invalid Summary in debain control causes failure, but log only says WARNING

If a Submission has an invaild Section the the Debian control file (i.e. it has util instead of utils):

Version: 0.1.5-0

then the build works, but the post upload fails, however the log file doesn't seem to give any hints that it hasn't worked

the only hint is in the Email which reports

The bug is that this log Line should be FAILURE : not WARNING
or a later line should say FAILURE : below is the full email
