[vanilla1] When register two or more jars files to libs, job execution always failed

Bug Description

in OozieJobEngine._upload_job_files_to_hdfs, calls mkdir function each jar file.

In vanilla2, "hadoop mkdir -p" works fine because ignore target directory existence.
hadoop1 doesn't implement "-p" option. therefore when uploading two or more jar files, always fail.
