tempest plugin resource deletion waiter does not consider status of entity

Manila has plugin for Tempest.
Plugin has waiter for resource deletion.
For the moment, if some error appeared in resource deletion, waiter will reach timeout without checking status of resource.

Fix of it will allow us to get proper information is shorter time frame. In CI it will reduce time spent for job with errors.

    Raise error immediately for undeletable share in tempest

    Manila has plugin for Tempest.
    Plugin has waiter for resource deletion.
    For the moment, if some error appeared in share deletion,
    waiter will reach timeout without checking its status.
    Make it be caught and raise exception if share has status 'error_deleting'
    when asked for 'is resource deleted'.

    It allows us to get error earlier instead of reaching timeout expecting
    it's deletion.
