Heat OSTF tests failed with 'autoscalling timeout' error

Configuration: Ubuntu, noHA, 1 controller, 1 compute, Neutron GRE

Heat OSTF tests failed for MOS 6.0:

We can see the following error in OSTF logs:

fuel_health.test: DEBUG: Sleeping for 10 seconds
fuel_health.common.test_mixins: INFO: Timeout 500s exceeded for launching the new instance per autoscaling alarm

We can see that system tests for Heat are passed now on 6.0 #56 rc3.
We have another bug now https://bugs.launchpad.net/fuel/+bug/1405390 which should be fixed manually by devops team.
