OSTF Get CInder Notifications Shouldn't be marked "finger down" if Cinder volumes doesn't exist

Bug Description

There is openstack configuration without cinder volumes at all.
When run OSTF test "Ceilometer test to check get Cinder notifications." which needs a cinder volume, it should be marked as "--" (No run) instead of "finger down"

Observed behaviour:
Test is marked as failed with "There are no cinder nodes or ceph storage for volume" description.

Expected behaviour:

Test is marked as "--" (No Run) with "There are no cinder nodes or ceph storage for volume" description.
