add missing docs for service command

FWIW, we are slowly migrating from https://wiki.openstack.org/wiki/OpenStackClient/Commands#service to http://docs.openstack.org/developer/python-openstackclient/command-list.html

With the latter being the canonical source. We tried to do a few before the 1.0.0 release, look for quite a lot more to be migrated during the holidays.

Steve, thanks for the heads up, I suppose it doesn't make sense to add more docs in https://github.com/openstack/python-openstackclient/tree/master/doc/source/command-objects then?

Should I wait until the migration is completed?
