[vcenter] After power off of one controller and power on in HA mode instance became not available

1. create lab with RC3 #56 from here http://jenkins-product.srt.mirantis.net:8080/view/6.0/job/6.0.all/
2. Wizard parameters :
-CentOS
-hypervizor - vcenter
- storages - by default all settings
- mode: HA

 settings for vcenter:
VCENTER_IP=172.16.0.254

VCENTER_PASSWORD=Qwer!1234
VCENTER_CLUSTERS=Cluster1,Cluster2

Datastore name: nfs
Datacenter name: Datacenter
Datastore Images directory: /openstack_glance2

Interfaces on slaves:
eth0 - admin(PXE)
eth1 - public
eth2 - management
eth3 - VM(Fixed) VLAN ID:103
eth4 - storage

3. Deploy env : 3 controllers, 2 cinders

4. run ostf. check that all ostf tests are passed successfully.

5. In libvirt manager power off one controller, which is not primary

6. wait 15 min

7. check that you have access to Horizon

8. run ostf tests. check that is failed ostf test:
"Check network connectivity from instance without floating IP"

with error: "Instance is not reachable by IP. Please refer to OpenStack logs for more details.
Target component: Nova"

9. perform from admin node : 'fuel nodes list'
10. try to ping instance from controllers which in status 'True' in column 'online'
       verify that Instance is not reachable, but must be reachable.
