Bug Description
it still contains entry for "filterHigh" instead of the new eq parameter COs.
it doesn't contain an entry for learning the quick effect (I am working on that right now).
We should probably add some sort of test to catch this stuff -- I'm not sure how to do that other than trying to access all the COs and complaining if any are null
