"Session timed out" on login with timed out session

Bug Description

Steps to reproduce
1. Login to horizon (I'm using macos chrome)
2. Leave it for a day or so (not sure about exact time), close browser
3. After a day open browser and open horizon (I usually start typing URL and browser completes it). Login screen will appear.
4. Type login/password to the form.

Expected result: Session is logged in to the horizon
Observed result: "Session timed out." message appears and login screen is shown.

Second login attempt works fine.

The cookie that monitors if the session has timed-out must still be around, we should clear it when login page loads.

I have the feeling, this might be a duplicate of https://review.openstack.org/#/c/142737/
which is a regression from the latest CVE-fix (DOS one)
