missing libvirt-bin not recognized

Bug Description

When installing with the ubuntu openstack installer on a vanilla ubuntu server 14.04.01 installation the script does not yield any error messages about a missing libvirt-bin installation. the installer just hangs for ever.
Shouldnt there be a dependency on the libvirt-bin or at least an error message or warning ?

Did you hit an error with a missing libvirt-bin? If so, at what point did it occur? We've got dependencies set for supporting KVM creations but we could be pulling them in to late.

I haven't been able to reproduce this. If you're able to provide more information like your ~/.cloud-install/commands.log and ~/.cloud-install/config.yaml we'll be happy to check it out. If you can reproduce feel free to re-open this bug.
