Create the second vip use one pool id should not return 500 error

SYMPTOM:
1.Create the first vip by using one pool id.(successfully)
2.Create the second vip by using the same pool id.(failure)

And return "Internal Server Error (HTTP 500)"
I think it should not return 500 error,it may be 409 error,and with the help information in detail.
