kernel 3.16.0-28-generic breaks Radeon HD 6310

Bug Description

When applying the updates on my Ubuntu Utopic installation I received the new 3.16.0-28 kernel.
The computer had no problems with the Utopic kernels before ( up to 3.16.0-26), but now it suddenly won't give any output (via HDMI) when booting. I don't get X, I don't get a splah and I can't switch with ctrl+alt+fX to one of the terminals.

When booting with the older kernels or the latest (3.18.0) kernel from http://kernel.ubuntu.com/~kernel-ppa/mainline/ no problem appears. I also reinstalled the 3.16.0-28 kernel image and reran update-initramfs, but the problem stays. So something explicitly in this kernel is creating this issue.

I am currently running a kernel PPA mainline, but I get:

ERROR: The python-launchpadlib package is not installed. This functionality is not available.

even though this package is installed... :-(

Maarten Fonville, as well please do not apport-collect with any third party software (ex. Mainline PPA, some other PPA, self-compiled software, etc.) installed.

Hi, same situation with kernel 3.13.0-43 in Ubuntu 14.04.1, black screen, cannot switch to tty - version before upgrade works OK.
3.16.0-28 - the bug is still here.
The new version of kernel 3.13.0-43 is being installed automatically during installation of Ubuntu 14.04 and makes the Ubuntu unusable.

I use clean installation of Ubuntu.

I did try to run apport-collect 1402172 with a stock (non mainline kernel PPA) kernel, and did check out the wiki on how to resolve the error by installing the launchpadlib package, but as I said earlier: the package is (already) installed but I get the very same error nonetheless :(

is the dmesg and lspci information not enough? Can I run other (manual) commands to give more necessary information?

Maarten Fonville, forum posts are largely unhelpful. As well, I have a radeon card and I don't have the problems mentioned here.

Despite this, I booted into the x64 (not 32-bit) daily live environment, immediately ran apport-collect against one of my bug reports, the terminal output responded asking me to install python-apport, which I did, ran it again and Firefox came up for a login to Launchpad. So, I'm failing to understand what you are getting stuck on.

Despite this, which version of the live environment did you try? Have you tried a different release instead?

I have a similar problem when upgrading from 3.16.0-25 to 3.16.0-28.
I have tried two radeon cards,
 TURKS?? (Sorry no saved lspci) so ~ HD 6670
 Cedar HDMI Audio [Radeon HD 5400/6300 Series]
Both have the same issue. Fine with kernels previous to 3.16.0-28.

Failure is evident from plymouth still running and lightm/kodi not starting.

I am trying to do the apport thing, but having trouble with Lynx and referer headers... (can you advise as to how to fix so I can proceed)
