Bug Description

Congress integrates with a number of services. Most of the time I don't want to run all of the services locally that congress integrates with for example, swift, cinder, etc. It would be nice if devstack/lib/congress looked at which services you had enabled and only enabled those in /etc/congress/datasources.conf
