[OSTF] Need to fix link with test image in error message in Heat OSTF test

Heat OSTF test "test autoscaling" needs a special Fedora 17, if user don't have it in Glance he will see appropriate error message with link to documentation and it goes to fuel-5.0 docs.

Need to update it

    Update link to docs in test error message

    When user wants to run Heat OSTF test "test autoscaling"
    and don't have appropriate image he will see error message with
    link to docs. This link was outdated.
