Config reference for cells missing cells/cell_type option

Bug Description

The Icehouse and Juno config reference page for cells ( http://docs.openstack.org/juno/config-reference/content/section_compute-cells.html ) references an outdated setting.

It says to update the DEFAULT/compute_api_class setting in order to enable cells. However, in [at least] Icehouse, this setting was removed/deprecated and the cells/cell_type setting is now used to enable cells.

Specifically:
cells/cell_type=api (for the API cell)
cells/cell_type=compute (for child cells)

This doc bug resulted in me burning a lot of time trying to get cells enabled. I imagine others first turning on cells will experience the same!
