I tried setting up nova conf as described in the StackTack section and it does not work.
Further investigations showed that the module:
nova.openstack.common.notifier.rpc_notifier
no longer exists (I'm on Icehouse). I have been unable to find the correct configuration to put there. I think in nova.conf you need also to enable "notify_on_state_change". There is some information in the Oslo config reference:

They say you need to use "nova.notifier.rabbit_notifier", but it also doesn't work and anyway, as a user, I should not even know that there is a library called Oslo.
Setting up notifications is not done only for StackTack, so perhaps this section should be expanded with also the other OpenStack projects that are able to generate notifications and the section title renamed.
