[OSTF] Existing Heat test "Typical stack actions"doesn't check all needed scenarious

Bug Description
There is Heat OSTF test "Typical stack actions: create, delete, update and ..." Update action checks only one of three possible variants : update inplace, when stack resource isn't recreated. Also need to check update replace and update the whole templates scenarios.
I propose to create separate OSTF test "Update stack" with these checks.
