Go Back on Edit Holds in OPAC acts like Submit if Hold is Suspended

OpenSRF 2.4.0
Postgres 9.1
Linux Ubuntu 12.04

If a patron goes to edit a suspended hold in their Holds list in the OPAC, and clicks on Go Back, Go Back acts like submit. That is if the patron made any changes to the data in the edit holds area, those changes are submitted and applied to the hold.

The above does not happen when a hold is not suspended/frozen.

To test, place a hold for yourself, suspend it, go to your holds list, click Edit by that hold. Choose a different pickup library from the drop down, and click Go Back. You will see the pickup lib has changed in the Holds list.

Checking the database, you will see that the action.hold_request entry was indeed changed.

The problem is still there in Evergreen 3.3.2
It happens not only when the hold is suspended but also when it is waiting for copy. The change applies to both date and pickup library.

I can no longer recreate this problem in 3.8 Bootstrap OPAC.
