Steps to reproduce:
1. Start deploy cluster with Ubuntu + 3 controller nodes in HA with ceilo + 17 compute nodes with cinder + sahara+murano
Deploy hangs on 0% (in my case 2 hours) , snapshot creating hangs too. All nodes available from master node by ssh. And all nodes in bootstrap
