bzr ignores LANG environment variable

Bug Description

Invoking

    LANG=C bzr branch lp:~zfs-native/daily/zfs-linux

prints error message

    bzr: ERROR: Kein Zweig: »bzr+ssh://bazaar.launchpad.net/~zfs-native/daily/zfs-linux/«.

which definitely doesn't correspond to the default fallback to `en_US` when `LANG` is invalid.
