mir_unit_tests failures in mir-test-tools package

Bug Description

A user who would install mir-test-tools and then run /usr/bin/mir_unit_tests would see 49 failures reported. Some of these are due to missing test files, and some of them are due to not running with umockdev-run.
This makes it difficult to gather unit test results from people interested in bringing up mir (who would reasonably think that these failures indicate a problem)

So, we should ship mir_unit_tests in mir-test-tools behind a script that ensures that the test tools run correctly.

The problem is really that the failing tests are not *unit* tests. They ought to be classified better.
