LTS upgrade fails and reverts to previous state

This is going from version 12 LTS to version 14 LTS. I've kept version 12 continually updated.

There is a hold on update-manager-kde try opening your terminal and issue the following command

Then attempt to update the distro again.

That's actually incorrect, the release upgrader includes a blacklist of packages never to be removed and update-manager-kde is in it.
