LibreOffice Calc removes sheet names from calculations when saving

Bug Description
LibreOffice Calc is removing the sheet names form some of my calculations when I save my spreadsheet. I have one sheet called "Cities_Chart" with a comparison of different cities and data about those cities and it comes up with a score by adding up the data with weights from a separate sheet called "Weights". When I open the document, after saving, "Weights" has been removed from all the calculations on the first sheet, and it is using the data in cells on the same sheet instead. For exampled, $Weights.$B$9 is replaced by $B$9.

Attached is my spreadsheet. The issue is on the first sheet, Columns BZ to CG. I have previous saved versions in this document, and in the most recent one, these calculations are correct, so you can see what they are supposed to look like. Oddly, when I compare to the last saved revision, the changes in these calculations do not show up.
