Bug Description

Openstack HA , control node reboot hangs if the nfs mount point in unavailable during boot

In /etc/fstab , nobootwait had to added to our nfs configuration.

The above option skips mount if its not available and proceed further.

We have a provision to use external nfs mount via testbed.py
which should always be UP for glance store of images.
Now when a controller is down , we will know that there was an issue with mount point otherwise it will skip the mount point fail in spawning the VMs.
